As a whole, we gave city council a grade of F. This City Council is perhaps among the most bitterly divided, antagonistic, immature governing bodies ever elected democratically. We would hope re-elected councillors take pause to consider this past term and put any lingering personal grudges aside to deliver good policy for taxpayers.
